Our strategic pillars
1. Promoting Self-Reliance and Community-Led Development
ROOTS will encourage a culture of self-help, productivity, and collective responsibility by
establishing Sierra Leone’s first national community crowdfunding platform. This platform will
enable citizens to finance local development projects while serving as a vehicle for civic education,
grassroots organising, and public engagement around national economic reforms. The initiative
aims to demonstrate that sustainable development depends on shared responsibility between
citizens and government.
2. Reducing Waste and Leakages in Public Contracts
Public procurement accounts for a significant share of government spending, yet weak oversight
and poor contract management have resulted in waste, inflated costs, and growing public debt.
ROOTS will campaign for greater transparency, stronger oversight, value-for-money assessments,
and regular reviews of major contracts to improve accountability while supporting sustainable
private investment.
3. Ending Impunity and Reforming Extractive Politics
ROOTS seeks to address systemic weaknesses in governance by promoting merit-based public
sector appointments, stronger accountability institutions, and improved performance across all
sectors, including Parliament, the judiciary, the police, and the civil service. The programme will
advocate for reforms that reduce political patronage, strengthen the rule of law, and ensure public
institutions serve the national interest rather than partisan or personal interests.
By combining evidence-based advocacy, citizen action, and community-led development, the
ROOTS Advocacy Programme aims to foster a new political culture centred on accountability,
transparency, self-reliance, and inclusive economic development. Ultimately, the programme seeks
to empower Sierra Leoneans to shape a governance system that delivers tangible improvements in livelihoods and national prosperity
Our Story
ROOTS is founded on the belief that meaningful political reform in Sierra Leone begins with
citizens understanding their contribution in driving change. It will mobilise citizens around a shared
economic reform agenda while supporting community-led initiatives that encourage people to
become active participants in national development rather than passive recipients of government
support. Through citizen-funded and community-driven projects, communities will identify,
finance, and implement solutions to local development challenges, strengthening civic
responsibility, social cohesion, and trust between citizens and the state. Research on key economic
reform issues will generate evidence to inform advocacy and public engagement nationwide.
